A government can identify a dangerous system behaviour and still fail to respond quickly if authority is fragmented. Preparedness therefore needs a chain connecting technical observation, operational judgment and the power to intervene.
On October 12, the UK government announced work on serious incidents involving autonomous AI agents, alongside model evaluations and expanded use of AI in cyber defence. It also described consideration of stronger protections through the Cyber Security and Resilience Bill regime. The announcement reports pilot work; it does not establish that an end-to-end national incident response has passed a public exercise. UK announcement on defences against AI risks.
Detection must lead to a decision
The important operating questions begin after an alert. Who decides that an incident is serious, which evidence can be shared, and which organisation can change access to the affected service? A technically capable evaluator does not automatically have authority over every deployment.
Our assessment is that the near-term value lies in defining and rehearsing those handoffs. A response plan should identify the assumptions under which it works, including the availability of the vendor and the quality of operational logs. Merely listing agencies cannot show that they will reach a timely decision.
Exercises would strengthen the evidence
If preparation produces tested arrangements, it could make government less dependent on improvised coordination during an unfamiliar incident. The next useful evidence is a documented exercise or operational framework with responsibilities and lessons. That would connect the policy announcement to a measurable ability to manage autonomy under pressure.
